DE NOS JOURS
"Shall" s'utilise pour exprimer le futur lorsqu'il y a l'idée sous-jacente d'une obligation, d'une volonté ou de la permission.
Par exemple:
You shall submit a report next week (you must)
You shall go to the conference (you must go, or you are permitted to go)
The insured shall notify the insurer of any change in its circumstances (it must notify)
He shall work on this project next week (he must, or is permitted to).
Par contre, "will" s'utilise pour exprimer le futur tout simplement.
We will deal with this tomorrow.
They will meet us at the airport.
Cependant, de nos jours on peut considérer que l'utilisation de "shall" dénote un style trop châtié, voir démodé. Alors dans les premiers exemples cités ci-dessus (obligation, volonté ou permission) on pourrait remplacer "shall" par "should" ou "must".

The insured should notify the insurer…
Ceci dit, "shall" est toujours utilisé dans les documents juridiques ou quasi-juridiques (contrats, conditions générales, rapports …), même si certaines entreprises préfèrent un style plus simple (voir articles sur "Plain English").
Every order placed shall comply with these general conditions.
The parties shall review the situation once a year.
DANS LE TEMPS
Historiquement, en Angleterre au moins, la règle était :
Pour exprimer le futur, shall était utilisé à la 1ère personne du singulier, tandis que will correspondait à la 2ème et 3ème personne du singulier.
I shall work
You will work
He will work
Mais pour exprimer la notion d'une obligation ou d'un volonté, will était utilisé à la première personne du singulier, tandis que shall était utilisé à la deuxième et troisième personne.
I will work
You shall work
She shall work
Cependant, cette règle n'était pas suivie par les écossais, irlandais ou américains, qui n'ont jamais utilisé "I shall work" (utilisant "I will work" dans tous les cas de figure)!
CONCLUSION
Petit à petit, les anglais commencent à faire comme les autres … on dirait donc "I will read this tomorrow", sauf si on veut adopter un style assez châtié, auquel cas on dira « I shall read this tomorrow ».
