Non payer, unreliable outsourcer with baseless excuses: Lingoecho

Dear readers,

I would like to notify the readers and site about outsourcer who frequently post ads on this site and request to blacklist it in interest of translators.
Finally, after sending as many reminders for payment, when I did not receive any mail, I decided to take this crucial step.
In June, this company operated by Steven buzzed me through gmail and asked me about fees of assignment. We settled long term collaboration fees. He gave me an urgent work as his translator left him in the middle.

I did this work. After this I did two more jobs and he sent me PO which mentioned "Invoice settlement will occur between 35 and 40 calendar days after acknowledged receipt of the group invoice, unless otherwise specified in a written consent.
Please send only ONE invoice at the end of each month, in which you mention the reference of each job, the amount of each job and the total amount for all assignments."
I requested him to make it 30 days and he agreed.

Now not only 30 but he exceeded the time limit. Above all I am not getting any mails from him which made me suspicious as an outsourcer can access mails from any part of world. Off course, he replies once every 10 days with a baseless excuse. Either he does not have money, or he does not want to pay...
I noticed one thing that though he is online but keeps himself invisible...may be hiding himself from someone.
When I did not get any news from him, I mailed him for any updates, he said he is having internet problem, which continued for 10 days. Whenever, I have asked for money, I have never received any mail.
When my amount was due, I mailed him and got this:

Again I sent reminders as he did not mail me ASAP, another mail:
Dear Shalini,

Our office has been burned along with the equipment inside it and we couldn't contact with our clients and our translators!! Everything is good now and will move to another office this week.

I apologize again for our inconvenience due to our mistake, and we will take that this would not happen in the future.

Then I sympathised and supported but asked to specify me when I will be paid.

I find all these excuses. I worked hard for his assignments, met all deadlines, there was no quality issues as he kept on sending regular work. But at time of payment, his problem started.It is baseless, what is the relation between my payment and his office. I am sending him invoices again and again and requested him money through paypal but he never responded.
In his PO, he states if ‘This deadline is not to be exceeded but by an Act of God, in which case it should be mentioned IMMEDIATELY to the undersigning account manager. The contractual amount for the translation will be partially or totally rejected if the above rule is not respected’
Now I ask, what about delay in payment, infact no payment so far?
I request the CEO to consider my application and blacklist this company as it is not only fooling the translators but wasting their time and disrespecting their hard work.And he posts frequently on this site.
